I have the above unit and had a similar problem.
I unplugged the power to the unit, and removed the 4 screws holding the light cover to the light base, there are 2 relays (one inch square Black boxes) on the IC board, using my screwdriver, I tapped on the top of the two and place the light cover back on. I plugged the power cord back in and the lights were off. Using the wall switch, I was able to toggle them on and off.
my IC board # is 34462 rev 0
It appears that the contacts are going bad and were in the closed position and I was able to free them up.
