Fortic top tank filling hot

I have a Fortic tank where the top tank is filling with hotwater. The ball cock in this section has started dripping and this is now over flowing outside.

Is the initial problem causing hot water in the top tank likely to be solved by changing the thermostat and how is this done? Do I need to drain the tank,
Secondly is it straight forward to change the ball cock once I have turned of the cold feed? Is it a special trype of ball?
