Fan ducting leaking - question

Hi,

I have a leaking extractor in the bathroom. This is a ceiling extractor which is ducted straight up through the roof. After inspecting the duct from inside the loft I see that when it's raining hard the water is trickling down the outside of the pipe.

I haven't been up on the roof but want to ask if anyone can explain how this pipe that is pushed through the roof would be sealed normally and what would I need to get to effectively repair the problem? Would mastic do?

As I can move the pipe up and down it appears there is nothing holding it so I have no idea on how these things are sealed in the first place.

edit: sorry I posted this in the wrong section - should have been in home repair. Can a moderator move it there?
