I have been sorting out my garage and come across tools not used for 12
years or so. Most are still OK to use but I have a plane, a surform, various
chisels that are all a rust colour. Do I just clean off but with what, or do
I sand down or what?

Ken,

600 grit emery cloth with plenty of light oil (3 in 1 is ideal) or even WD40
on the metal surface, and ensure you lightly rub down the lenth of the plane
etc and not across it. Ah, and don't forget to avoid the sharp bits on the
ends. lol

Once that is done, sharpen all the tools as necessary, soak a rag in 3 in 1
and then rub that over all the ferrous parts of the tools and store them
away - they are now ready for immediate use when you want them again.
